Hardware & tools
Industrial and household hardware: fasteners, cutting tools, pipe fittings, hand and power tools.
Hardware is the only top-level category in the catalogue that carries sub-categories. The top level itself covers hand tools, wire rope, locks, castings and marine hardware; four of the sub-categories each have their own mandatory requirements, set out on their own pages below.
What this category covers
Hand tools (spanners, hammers, pliers, screwdrivers), wire rope, bearings, castings, door locks and marine hardware. Power tools are covered by separate conclusions.
What these goods have to clear
China
Three kinds of power tool are inside the CCC catalogue: electric drills (code 0501), electric grinders (0503) and electric hammers (0506), under group 'V. Power tools'. All three are marked *, which means self-declaration procedure A (type testing at a laboratory of your own choice plus self-declaration) rather than traditional third-party certification. Only these three are listed under that group in the catalogue; the remaining power tools are not included.
Locks and hand tools (spanners, hammers, pliers, screwdrivers) are not in the CCC catalogue, nor in the current catalogue of industrial products subject to production licensing.
Wire rope and safety helmets are not in the CCC catalogue, but they are in the industrial-product production-licence catalogue - both are among the six products added by Guofa [2024] No. 11, with a three-month transition period, and from 2024-09-25 they may not be produced without a production licence. After that decision, products subject to production licensing total 14 groups and 27 varieties.
The basis for these calls needs to be stated plainly: 'not in the catalogue' is inferred from the positive list in Announcement No. 18 of 2020 (17 groups, 103 products) not containing the item, not from any express exemption in the announcement. The same announcement states that this adjustment 'merges and streamlines certain categories without changing the scope of compulsory product certification' - so if a further streamlining announcement appears, the conclusions above may change.
European Union
The EU side and the China side do not affect each other: the same consignment exported to the EU goes through the EU column. Structural fasteners are CE-marked under CPR 305/2011 (Construction Products Regulation); pressure equipment (valve types) is determined under PED 2014/68/EU.
Abrasives fall under EN 12413 (safety requirements for bonded abrasives). It is a paid standard, so we record only the name and where to find it, and the text is not verified.
United States
Most hardware tools have no mandatory certification at US federal level. As at the verification date, whether fasteners, abrasives, valves or pipe fittings carry a federal mandatory certification is not verified against an official statement - the lean is towards 'none', but we do not put that conclusion in writing.
Sources and verification
China side based on the 'Descriptive and Definitive Table of the Compulsory Product Certification Catalogue (2020 revision)' (annex to SAMR Announcement No. 18 of 2020), Guofa [2024] No. 11 and Announcement No. 25 of 2024. Verification date 2026-09-30. All China-side conclusions rest on this version of the catalogue; before citing them, confirm whether the catalogue has been adjusted since.
