China
Power adapters are inside the CCC catalogue, at item 55, Power supplies (0807, 0907) in 'VIII. Electronic products and safety accessories': 0807 covers power adapters supplied with audio-video equipment (including chargers/dischargers and power converters), and 0907 covers power adapters supplied with information-technology equipment and built-in power supplies for computers and servers. Item 55 itself has two exceptions: it does not cover chargers designed solely for dry-cell batteries; and built-in power supplies for computers and servers apply only where the rated current at the interface is ≤6A.
The scope is set by two notes in the introduction to group 'VIII': a power adapter (charger) supplied specifically as an accessory to telecommunications terminal equipment (codes beginning 16) is tested with the complete unit and is not within the scope of CCC certification; and among audio-video equipment (08) and information-technology equipment (09), Class III equipment with a nominal rated voltage ≤5VDC, a nominal rated power consumption <15W and no rechargeable battery goes through self-declaration procedure A. In practice: a GaN USB-C PD charger is usually well above 15W, so self-declaration procedure A for Class III equipment does not apply, and it takes the regular CCC route; but the same charger, if supplied as an accessory with a telecommunications terminal, is tested with the complete unit and is outside the scope of CCC - the equipment it is supplied with decides the scope.
Connectors and wiring harnesses: no direct conclusion - not verified. The CCC heading 'I. Wires and cables' refers to cord sets (0101), rubber-insulated wires and cables (0104) and PVC-insulated wires and cables (0105); the annex states expressly that it excludes communication cables and optical cables, and also excludes flame-retardant/fire-resistant wires and cables, bare wires, power cables, control cables, overhead insulated cables and winding wires. Whether wiring harnesses and connectors fall within those three categories must be determined item by item against the 'description of the product type' - this page can only say 'must be determined against the specific product', and cannot say 'no certification required'.
European Union
LVD 2014/35/EU (electrical equipment, 50-1000V AC / 75-1500V DC), EMC 2014/30/EU (almost all electrical and electronic equipment) and RED 2014/53/EU (where there is radio transmission/reception). One key point about RED: Article 3(1)(a) requires the safety objectives of the LVD to be met but sets no lower voltage limit - so radio equipment below 50V, while outside the scope of the LVD, must still meet the safety requirements through RED. RoHS 2011/65/EU is a restriction on hazardous substances and is not yet in our database.
United States
FCC 47 CFR Part 15, mandatory, and completed before import and placing on the market. Two routes: Certification applies to most intentional radiators and requires testing by an FCC-recognised laboratory and an authorisation; SDoC (Supplier's Declaration of Conformity) applies to most unintentional radiators, issues no authorisation, and relies on the manufacturer's own testing and retained technical records. Part 15 Subpart B covers equipment containing digital circuitry that does not intentionally emit radio frequency, split into Class A (commercial/industrial, wider limits) and Class B (residential, limits roughly 10 dB stricter) - consumer electronics for the home must meet the Class B limits and take the SDoC route.
